In attendance: T. Wright Dickinson , Chair; Joe Janosec, Vice Chair; Marianna Raftopoulos, Member; Cynthia Shanahan, Deputy Clerk.

Pledge/Moment of Silence

General Information

  • The amount of $706,810.33 was placed in various funds to pay warrants for the month of December 1999.
  • Motion: Raftopoulos so moved to sign a one year agreement for work release with CAPS. Not to exceed $40,000 for the year 2000. This will be reviewed mid year. Janosec seconded: carried 3-0.

County Clerk

  • Motion: Raftopoulos so moved that precincts will be combined for the Presidential Primary Friday, March 10th. Janosec seconded: carried 3-0.

County Assessor

  • Abatement: Raftopoulos so moved to approve the recommendation of the county Assessor in denying the request for a refund of taxes for Ballard Petroleum LLC in the amount of $2,604.13. Janosec seconded: carried 3-0.
  • Refund: Raftopoulos so moved to approve the recommendation of the county Assessor in approving the request for an abatement of taxes for TCI Entertainment. Janosec seconded: carried 3-0.

Planning

  • Mark and Lori Gehrman - Application for Conditional Use Permit-Gravel Pit
  • Raftopoulos so moved to bring this question back to the table. Janosec seconded: carried 3-0.
  • Janosec so moved to approve a CUP for Mark and Lori Gehrman for a gravel pit with the following stipulations:
    1. The CUP will only become active when CDOT has approved the transportation problems on entering and exiting onto Highway 40.
    2. Letter from corp of engineers that his operation will not impact anything as far as the Anna Branch Ditch.
    3. Mining will not effect the river or the Anna Branch.
    4. Plus stipulations from the Planning Commission.
  • Raftopoulos seconded: motion carried 3-0.

Vested Rights - HB - 99 - 1280 to be reviewed further by Planning Department.

Exemption from Subdivision Regulations for Julia Green signed.

Census

  • Update given up Gary Peer and Ron Bell. Actual count day is April 1, 2000.

Library

  • Donna Watkins reviewed drafted bylaws that will go back to the board. An update was given on the Dinosaur Library project.

Telecommunications Update

  • Audrey Danner gave an update on the telecommunications project and the work by MMS.
