| Minutes Moffat County Land Use Board March 11, 2003 7:00 p.m. The Moffat County Land Use Board met at the Moffat County Courthouse Annex Building on March 11, 2003 at 7:00 p.m. President, Burt Clements, called the meeting to order with a roll call. A moment of silence was observed. The following members, staff and guests were present. Wright Dickinson Steve Hinkemeyer Guests Jake, Calista and Robin Hamill Jerry Rodriguez, Browns Park National Wildlife Refuge County Employees Jeff Comstock, Director, Natural Resources Department Approval of Minutes: February 10, 2003 Burt Clements presented the minutes of the February 10, 2003 Moffat County Land Use Board and asked for any corrections or additions. Dean Gent moved the minutes be accepted as corrected, Bob Grubb seconded the motion. The motion was unanimously approved. General Discussion National Association of Counties (NACO) update - Jeff Comstock discussed Utah’s position on RS 2477 encouraging the Department of the Interior to develop a policy on RS 2477 issues. Jeff met with some members of the 4C’s Task Force, several County Commissioners from other states, Kathleen Clarke, BLM Director, and attended meetings at the Western Interstate Region through the Public Lands committee, Agriculture committee, and Land Use and Environment Committee. Jeff updated the Land Use Board about discussions held during these meetings. Sage Grouse & Oil/Gas Development - Jean Stetson reported that she was concerned about a notice that she and Wes McStay had read regarding Tom Brown Inc. upscaling drilling hole densities by 4 fold in the gas field near Great Divide. Jeff Comstock, Jean Stetson and Wes McStay each had conversations with Tom Brown Inc. and will be attending the next sage grouse group meeting on March 25, 2003 to describe the project to the group and discuss options of minimizing sage grouse habitat disturbance, a major concern from the Sage Grouse Working Group. City/County Master Plan - Bob Grub attended the latest Moffat County Master Plan Steering Committee Meeting and reported that the Moffat County Land Use Plan was no longer listed as being included. This was opposite of what the Land Use Board had previously been told. Several land use board members were concerned about this and were planning to attend the next public hearing regarding the Master Plan to express their individual concerns. Browns Park Wildlife Refuge – Swing Bridge/Corrals - Jeff explained that he had received several calls regarding the removal of the corrals positioned at each end of the Swinging Bridge on the Browns Park wildlife refuge lands. He explained the County was concerned about this for several reasons including safety of traffic management on the Bridge. Jerry Rodriquez explained that initially the corrals seemed like a separate issue than the bridge and that he felt since the corrals were on Fish and Wildlife Service lands, it was the Refuge Manager’s decision to remove the corrals. A meeting was held at the BLM involving several stakeholders in the corrals and it was decided the Refuge would rebuild them. The exact location of the corrals was slightly modified when rebuilt so as to improve on the last configuration by setting the north corral back from the road 12 feet to facilitate road maintenance and changing the direction of the wing on the south corrals. In addition, some of the corral corners were rounded vs. remaining square. Jerry would like to address the land use board in April or May. High Country News/RS2477 article - Dean Gent moved and Bob Grubb seconded the motion to send a letter to High Country news clarifying a misunderstanding of RS 2477 that was published in a previous edition. Rick Hammel will draft and send the response. Elk Population - Jake Hamill addressed the LUB about his concerns of the high elk population. He feels he is getting very little assistance from the Colorado Division of Wildlife organization-wide. He would like the cooperation of four counties to begin addressing the elk issues. The LUB discussed the situation and will gather more information on the appropriate venues to participate in DOW heard number targets. Dean moved and Rick seconded the motion to set up a meeting with various DOW employees, HPP and other interested parties to discuss opportunities to participate in DOW wildlife planning. The motion passed. Water/Drought - Jean talked about water issues. She suggested the Land Use Board or County Commissioners convene a meeting with local water users. Dean moved and Jean seconded the motion for Jeff to ask the commissioners to organize a meeting for water users on the Yampa River to discuss implications of drought and decisions made on water use. The motion was passed. Closing Comments · A meeting with Moffat County and the Federal Agencies to discuss how to proceed with the Pilot Project will be held March 12, 2003 at the BLM office from 9 am – 12 pm. Announcements · The next meeting of the Land Use Board will be Tuesday, April 15, 2003 at the Extension Office. Adjournment Meeting adjourned at 9:23 p.m. |
