| Land Use Board Meeting June 14, 2004 Meeting Minutes Meeting Attendees Rick Hammel Richard Blakley Jeff Comstock Stephen Hinkemeyer Bob Grubb Dean Gent Call to Order Richard Blakley called the meeting to order at 7:02 p.m. Moment of silence Minutes from Previous Meetings Rick Hammel made motion to approve the minutes from the April 14, 2004 meeting with Rick’s noted amendments. Bob Grubb seconded. The motion carried unanimously. General Discussion Jeff Comstock gave update on Browns Park/State Land Board Issues. Jeff met with the USFS, the State Land Board, and Vermillion Ranches concerning stock water in the Browns Park Refuge Area. Another area of concern is the two sections of the State Land within and bordering the Browns Park Refuge. There are questions about the commitment and level of participation from the USFWS in the ecological research that the State Land Board will be conducting in Browns Park. The USFWS has verbally withdrawn from participating in the research funded by the State Land Board. Beverly Rave has asked for that in writing. Beverly Rave has set up a meeting regarding goal setting as it pertains to the research that will occur in Browns Park. The contractor and all interested parties will meet at Ladore Hall on June 29, 2004, 10:00 a.m. for a goal setting session. The commissioners have scheduled a meeting with the commissioners from Dagget County and Moffat County concerning issues at Browns Park on June 22, 2004 at 10:00 a.m. This meeting was since canceled due to timing conflict with Daggett County Utah. Rescheduled date TBA. The Moffat County Land Use Board continues to encourage the USFS to continue to work with the local community to solve problems associated with the Browns Park Refuge. Northwest Colorado Stewardship group discussion. - Two main ideas were discussed with the NWCOS group concerning the NWCOS participating in the BLM selection of a contractor for the LSFO RMP. Both ideas (to go to Denver and participate in the interview process or to have the contractors up to Craig for a question and answer session)_were not acceptable to the group.. There will be a meeting on June 22, 2004 to begin discussions on how the NWCOS group wants to participate in this process. The discussion also centered on FACA. A subcommittee was formed to sort out the solutions to how the group should act to keep within the law of FACA. Environmental Group Update – Rick attends a meeting at Serendipity in the mornings for coffee with local environmental groups. This meeting is usually well attended. The meetings are on Monday’s at 7:30 am to approx 9:00 am or so. The meetings are pretty informal. Everyone is invited. Committee Reports Land Use Board advised the commissioners to hire someone to implement the Moffat County Fire Plan. The commissioners also were given some legal advice to talk to the former employee. The commissioners offered the job to the former employee. The job was also advertised for two weeks. Applications were received and interviews were held. The commissioners did not hire anyone for the position on June 14, 2004. The position and work is now being bid to contractors for next two weeks beginning later this week. There are some qualified contractors in the area now so hopefully by the end of June a contractor may be selected. Formation of a subcommittee to write a Greater Sage-Grouse resolution: The LUB had discussion concerning the formation of a subcommittee. There is already a subcommittee on sage grouse active within the LUB. Perhaps the sage grouse subcommittee could give the LUB an update at the next meeting. Formation of a subcommittee to write a Gray Wolf resolution: The LUB has discussion concerning the formation of a subcommittee. The committee needs to be concerned with existing Colorado Law. A motion to form a Wolf subcommittee was made by Rick Hammel. Bob Grubb seconded the motion. The motion carried with one dissenting vote. Dean Gent is still concerned about the statewide working group and does not want to undermine the work that Les Hampton and Jean Stetson are doing for the State wide Group. Les Hampton, Jean Stetson, Rick Hammel, and Steve Hinkemeyer volunteered to be on a subcommittee. The first meeting will be June 28, 2004 at Jeff Comstock’s office. Closing Comments Rick Hammel is concerned about the coal bed methane issues that are cropping up in Wyoming and northern New Mexico. Rick is concerned about wildlife migration routes in Moffat County. There are few maps of these historic routes throughout the county. There are at least three new pipelines being proposed by oil and gas companies in Moffat County. Two lines would run from the Rifle Area north to the I70 corridor near Wamsutter, Wyoming with one going to Cheyenne and the other going to Rock Springs. One line would run along County Road 2 near the Wyoming border. A fourth line is also being proposed along County Road 10 as well. Announcements The governor will be in Craig on Wednesday, July 16, 2004 for two hours beginning at 10:00 a.m. The next meeting of the Land Use Board will be Monday, July 12, 2004 at the Courthouse Second floor Conference Room at 7:00 p.m. The next meeting of the NWCOS will be June 22, 2004. Another meeting will be held June 28, 2004 at the CSU Extension Office Basement. Adjournment A motion to adjourn the meeting was made by Rick Hammel and seconded by Dean Gent.
