| Moffat County Land Use Board Meeting Minutes October 11, 2004 Attendees for the meeting: R. Blakley E. Winters Bob Grubb J. Stetson J. Casterson B. Clements R. Hammel S. Hinkemeyer Jeff Comstock Dean Gent R. Morris, S. Tayyara Call to Order: Richard Blakley called the meeting to order at 7:03 pm. Approval of Minutes Rick Hammel made the motion to pass the minutes with corrections noted by Burt Clements. Burt seconded. The motion passed unanimously. General Discussion//Updates Wolves and Grouse Jean Stetson says Brad Petch, CDOW will be coming out with a final Sage Grouse Plan within the next several weeks, the goal is October 15, and then a final meeting will be October 26, 2004. More meetings may be held if major comments require it. Be ready to look it over very quickly so that the plan can be filed as part of the State of Colorado Umbrella plan. Jean also reported that there are two more meetings scheduled for the wolf committee. One will be near Grand Junction, October 19 and 20 at Powderhorn resort, and the other will be in Denver, December 14th and 15th. There is a bit of contention that the plan is being written for reintroduction versus migrating wolves. Jean has been nominated to a subcommittee to determine what the rule making should involve. According the Jean, the live stock industry has taken a live and let live approach. Lots of things remain to be done with the wolf plan and how the Colorado Wolf Management Plan will fit into livestock management and the rest of the Western States’ Wolf Plans. Elkhead Expansion Project The project is a go if the costs come in to budget. Private landowners have been issued their contracts. The contract may be issued in January if it is not over budget. The reservoir will be drained starting in November and will be drained down by the end of the year. There are still some problems with the PBO as some of the science being used is outdated. The reservoir will likely refill every year because of how fast the spring run-off comes into the reservoir, and the county road, unless it is built way above the floor of the reservoir will likely wash out every year. The first filling of the reservoir took 4 days of runoff. Infrastructure improvements are more docks, new bathrooms, and more camping areas. Burt handed out an informational data sheet on the fish removal efforts between Steamboat and DNM. The new PBO has an alternative to poison Elkhead reservoir to get rid of non-native species. (USFWS website has latest plan) It is not in the current management plan, but still in the PBO, although it is not in the preferred plan. DNM Weed Plan Update The three biggest problems as far as Moffat County is concerned are as follows: 1.) Social – economics sections was left out. According to the current draft plan weeds do not have an economic impact on the surrounding community. 2.) The draft plan was really biased against livestock as a weed management tool. Livestock was seen as too risky from the pathology side to have in the DNM. The state Vet wanted to become a cooperating agency because of the pathology and disease portions of the plan as they are currently presented. 3.) The same risks that have been addressed for livestock should be addressed with the elk herd that lives on the DNM. The DNM is considering using Moffat County’s IMP (integrated management program) that considers all avenues of management, including chemicals, biological means and other methods. The DNM is one of ten Park Service sites that are going to use the Tamarisk Beetle to try to eliminate Tamarisk from the river system (one out of four in Colorado). Friends of NW Colorado There was an article in the paper October 1, 2004 about the friends or Northwest Colorado. The group is still being formed. The group’s mission is that they love NW Colorado and would like to protect the land. They had a clean-up event on Cedar Mountain that was written up by the paper. There will be presentation put on by the group on October 27th, probably at 7:00 pm. Richard Blakley – Herald Times Article. Chas Cartwright is quoted as saying that they do not want visitors in the DNM. You can read the article on the Meeker Herald web site. Richard feels it is not right. The article came out September 29, 2004. RS2477 Update Although the MC LUB was requested that the Commissioners respond to Representative Udall about his RS2477 remarks, CCI chose to respond on their own. Subcommittee Reports The only subcommittee’s reporting for this meeting were the Wolves and Sage Grouse Sub Committees. The report is shown under General Discussion Items earlier in these minutes.. Closing Comments Before you vote on Amendment 37 please get all the facts concerning the renewable energy bill this year that is on the ballot. Announcements Land Use Board will meet Monday, November 8, 2004 at the courthouse second floor conference room. (Further Note: NWCOS is scheduling a meeting for the same time so this may pre-empt the LUB meeting in November, contact Jeff Comstock with any questions). Next NWCOS planning meeting is October 19, 2004. Conference calls will be made on Economic workshop and Formal Scoping Process 7:30 – 9:30. There will be an Adaptive Management Workshop put on by CSU and sponsored by NWCOS, Saturday, October 30, 2004 at the Holiday Inn.
