Rickard Blakely called the meeting to order at 7:16 pm.

Approval of Minutes

Rick Hammel made a motion to approve the minutes from June 13, 2005 meeting as written. Burt Clements seconded the motion. The motion passed unanimously.

General Discussion/Updates

Uranium Mining Concerns – Terry Berry
Terry Berry, Northwest Colorado Cares, is against Uranium mining in Moffat County. A Biological Effects of Ionizing Radiation (BEER) study has been released. Workers are the ones effected most by the radiation. Terry talked about the amount of curies per cubic foot that sites have and how they are quantified.

The county does need to grant permits for the storage of uranium waste storage.

Standard Uranium has purchased the mining rights for uranium claims in Moffat County and has asked for comments for leasing additional acreage.

Bob Grubb requested that Terry find out how many problems arose with the workers on the Uranium mining earlier in the history of Moffat County, and what transpired with the health of the workers. Terry also said she would try to find out what Curies MC residents were exposed to while the Maybell pits were open. Currently they are emanating 450 curies after the UMETCO cleanup was accomplished.

Sage Grouse NWCOS Update – Steve Hinkemeyer/Beverly Rave
The NWCOS group has met concerning the four alternatives that the BLM will be analyzing in the LSFO RMP document. The group will be meeting again on Friday, July 15, 2005 at the BLM. The hope is to come up with suggestions to give to BLM concerning the four alternatives and how to make sure that there is room in the RMP for new science to be added in the next twenty years, (the expected life of this RMP).

State Land Board has begun a landscape scale project on Sage Brush Range. A range inventory is underway. The next step is vegetation monitoring, followed by range improvement, either by fire or other types of range improvement techniques. One of the oil companies is interested in partying with the SLB to help fund some of the improvements. The goal for the project is to improve the ecosystem as a whole. The project would encompass 13,000 acres of state land.

Split Estate and Other Oil/Gas Issues – Jeff Comstock and Richard Blakely

Jeff Comstock handed out copies of HB05-1219, a recent piece of legislation submitted by Kathleen Curry. The legislation would address the protection of the rights of a surface owner relating to oil and gas operations. La Plata County brought up a water rights issue that could be a problem with the way this bill is written. Russell George has assigned a work group to discuss that issue. Kathleen Curry is asking for input for a bill to be introduced in next years session. The feed back to date is to not introduce a new bill in the next legislature. Kathleen also wanted some inputs on changing the make-up of the Oil and Gas Commission.

An issue has arisen concerning a 400 acre parcel near the Utah line, near Dinosaur National Monument. The area lies between the Dinosaurs extension and the Bull Canyon WSA. The parcel was not put up for lease at a current auction, however, another lease area on the Harpers Corner Road was put in the auction.
