Moment of Silence: Approval of Minutes July 11, 2005 Minutes Corrections - None August 8, 2005 Minutes Corrections On page 3 - change unanimous Vote passed to without opposition. Ed Winters recommended and Rick Hammel seconded to approve both sets of minutes, July 11, 2005 as written and August 78, 2005 with Ricks Change included. The motion passed unanimously. General Discussion/Updates Future of Natural Gas, Power Plants and Electricity – Wade Haerle What is the future of energy? The internet is driving the usage of electricity because of the computer hardware. The other drive is natural gas growth here in the west. The Comanche power plant, in Pueblo, is being upgraded and will be the largest plant in Colorado. The PUC is working to allow Excel can start collecting money now for future improvements at Comanche. The Energy Bill has provided funding for three coal gasification plants, one at high elevation. Excel is working to try to get that plant in Colorado. Nuclear plants in the past have been virtually un-permit able. Now there is some funding for fast tracking permits. Oil Shale – Shell version, slow deliberate, make sure it works, DC version, heat it up and get the oil flowing. Renewable – Wind and Solar – Wind is becoming more competitive every day, solar has been left behind, but allowances were made in the Energy Bill to try to bring solar along. Bio-Mass is also going to become cost effective, especially in the mountains, where gas is going to be scarce. Hayden Station Rail Project – Excel does not want to have the rail issue to become the driving force for making coal buying decisions at Hayden Station. Excel is back to square one with looking to the community to help them make decisions on getting rail into the station to keep coal supply into the plant economic. Wild and Scenic River Analysis - Jeremy Casterson See Handout for specifics. Eligibility has been done and three Yampa segments, one on Beaver Creek and one on Vermillion Creek have been found eligible. BLM is now concentrating on Suitability for these five areas of River. Tom Gray has stated that the Commissioners would like the LUB to form a subcommittee to work on these issues if the LUB has interest to do that. The LUB will take this under advisement. A preliminary list of persons interested would be Tom Deakins, Mike Camblin and T. Wright Dickenson. It was though Commissioner Darryl Steel certainly would have an interest. Sam MacIntyre from the Juniper Water District would also like to be involved with the subcommittee. Completion Date for Sage Grouse Plan – Brad Petch Draft is coming together now and hopefully will be out by the 3rd of October, 2005. A work group meeting will be scheduled for the week of the 10th. Rio Blanco and Routt Counties birds are being put into the plan as they are small isolated pockets of birds. These counties will be given a draft of the Moffat County Plan and can pick up with MC’s current draft and hopefully use most of what has already been agreed to in MC plan and adapt it for their respective counties. Road less Review Task Force Public Hearings – T. Wright Dickinson The task force has been picked and public meetings will probably take place this fall. T. Wright made the recommendation that a RS2477 committee be put together to address MC’s interests concerning RS2477 routes on Forest Service Lands. Reed Morris would like to see the agenda’s posted ahead of time for the regular meetings of the LUB and when the subcommittees, such as RS2477 meet. Jeff will check with Moffat County Attorney, Kathleen Taylor and will report back at the next meeting.
