August 14, 2006

Call to Order

Steve called the meeting to order at 7:10 pm.

Moment of Silence

Approval of Minutes from July 10, 2006

Bob requested that we correct the spelling of his name.

Dave motioned to accept the minutes as amended, Steve seconded. Passed unanimously.

General Discussion

Instream Flow Monitoring update – Little Cottonwood Creek

Dave passed photos taken on Aug. 11th. Pictures clearly shows minimal amounts of water flowing on that date. Bob asked if the water pooled in areas. Dave said that that was not evident. Dave said flow in the weir would register as minimal. Dave said we would probably check it again 3 more time this season. Near the inlet to the lake Dave observed a few fry in the waters pooling directly above the lake at the inlet. The basin that feeds the Freeman Reservoir is small in comparison to the Buffalo Pass area. Keep track of the flows in Little Cottonwood until October and then a panel will go before the CWCB in March. Jeff Baessfer (Senior Water Resource Specialist with CWCB) with CWCB will make a recommendation based upon the data and present it to the DOW. Discussion followed.

Other items
Elk reduction in Rocky Mountain National Park
As far as we know, nothing has been finalized yet. Dave referred to an article from the American Hunter, June 2006 that documents hunting occurring in other national parks, specifically in Alaska.

New Soil Survey results- Bob Grubb

Maps of the NRCS Soil Mapping for Moffat County finally published this spring. Digital and hard copies are available. This series is the first complete mapping for Moffat County as a whole. The maps are beneficial for determining building sites, ecological site descriptions, relative elevations and precipitation, etc. Mapping units are approximately 40 acres in size. However, units can be widely variable.

WFWA Sage Grouse updates

Jean and Jeff are not present.

Announcements

• Next Meeting of the Moffat County Land Use Board will be September 11, 2006 at 7:00 pm in the Moffat County courthouse second floor conference room.
• BLM will release the NWCOS Draft Management Plan in January 2007 with a 90-day public comment period.
