| MOFFAT COUNTY LAND USE BOARD MEETING MINUTES November 13, 2006 Attendees: Jack Taylor, State Senator Steve Hinkemeyer, LUB Scott Gustin, CBM Associates Russ Snowden, Pioneer Natural Resources Dave Watson, LUB Linda Watson, Citizen Jeremy Casterson, LUB Ed Winters, LUB Bob Grubb, LUB Steve Tegment, LUB Richard Blakley, LUB Tom Deakins, LUB Doug Wellman, LUB Mike Camblin, LUB Reed Morris, CWN Jeff Comstock, Moffat County Call to Order: Richard Blakley called the meeting to order at 7:05 pm. Roll call was taken. Moment of Silence: Observed Approval of Minutes from October Jeremy moved acceptance of October minutes with a correction of Bob Grubb’s name, Ed winters 2nd, Unanimous General Discussion Pioneer Natural Resources Russ Snowden spoke about the water treatment facility Pioneer has on private land 12 miles west of Craig. Rather than reinjecting a majority of the produced water, Pioneer is treating it through a Reverse Osmosis System by GE. It will treat approximately 500 gallons per hour although it isn’t even running at half that now. Russ discussed the philosophy behind drilling CBM wells with adjacent wells drawing down the water table for others to retrieve gas. Jack Taylor brought up surface use, wildlife and landowner agreements as an issue. Discussion between LUB members occurred. Several questions were asked about. Pioneer’s future plans for development. DOI Listening Session Update Ed Winters provided an update of a Colorado Springs listening session Department of Interior hosted to gather information regarding federal land management. Ed testified on behalf of Moffat County for increased adaptive management focus in Interior. He stated that T.Wright testified on behalf of Club 20 regarding endangered species and utilizing local citizens to a greater degree. RS 2477 Jeff provided an update that the Commissioners had submitted 5 roads for consideration of non-binding determination to BLM. Jeremy reported that there had been 13 submissions from various Counties in Utah to the BLM. Jeremy reported John was working with the Solicators Office to review the data submitted regarding these requests. Sage Grouse Jean provided an email to the LUB that highlighted some frustration with the state Sage Grouse Plan and the lack of consideration for the citizen / partner participation at the early October Steamboat Springs Work Session. The state advisory sage grouse team is writing a letter to Bruce McClosky requesting participation be in more than an appendix of the plan, but rather incorporated to the draft for public review. White River RMP Amendment. Jeff reported that Moffat County was sending a letter to BLM requesting Cooperating Agency status on the Oil and Gas Plan Amendment. A proposal by the Colorado Environmental Coalition proposes several thousand acres for Special Recreation Management Areas. Much of the BLM land between Dinosaur National Monument and HWY 40 has been proposed for non-motorized use and no surface occupancy for Oil and Gas drilling in this proposal. The board asked Reed Morris some questons regarding the proposal and expressed frustration about the proposal. Oil and Gas Leasing The last four Moffat County mineral leases have been leased at 3/16 royalty, $95-110 per acre, and 3-5 year leases. Jack Taylor reported that in Garfield County some minerals have hit the 20% royalty with a $1200 per acre bonus payment. Generally prices have been increasing across the western slope. Little Cottonwood Creek Water Monitoring Update – Dave Watson Dave gave us an update on how the monitoring of Little Cottonwood Creek went throughout the summer and late fall. Dave passed around some pictures that showed little or no flow in several of the inspections. Dave is currently awaiting their final report. Closing Comments Agenda items for November LUB Meeting.
