| MOFFAT COUNTY LAND USE BOARD MEETING MINUTES APRIL 9, 2007 Attendees: Steve Hinkemeyer, LUB Jeremy Casterson, LUB Jeff Comstock, Moffat County T. Wright Dickinson, LUB Tom Gray, Moffat County Commissioner Richard Blakley, LUB Bob Grubb, LUB Steve Andrews, Citizen Marianna Raftopolous, Northwest Oil and Gas Dave Watson, LUB Russ Snowden, Citizen Sandy O., Citizen Burt Clements, Citizen Ed Winters, LUB Audrey Wellman, YVP Mark Voloshin, Citizen Tony Meadows, Pat O’Toole, Citizen Sharon O’Toole, Citizen Call to Order: Richard Blakley called the meeting to order at 7:07 pm. Roll call was taken. Moment of Silence: Observed Approval of Minutes from March, 2007 Jeremy Casterson moved acceptance of March 2007 minutes with correction to T. Wright Dickinson and add Ed Winters to the attendance record. Ed Winters 2nd, Unanimous. General Discussion/Committee Reports Northwest Colorado Energy Summit – Audrey Danner, Yampa Valley Partners On May 4th there will be an Energy Forum held in Craig that will address county wide and state wide issues on energy development in Northwest Colorado. Speakers and panelists will be offering information and education on energy industry, including coal / mining, industry, electricity generation and transmission, Oil and Natural Gas industry, renewable energy options, policies affecting the energy industry and community Issues and information. LUB RMP Subcommittee Report and Recommendations – T. Wright Jeff Comstock distributed a handout with the comments from Jeff Whilden, T. Wright Dickinson and Alan Reishus. Steve Hinkemeyer did submit some comments verbally to Jeff. Jeff said he would include them with the county comments if appropriate. Jeff Whilden Comments Jeff Whilden’s concern was the definition of “existing” and concerning the BLM reestablishing access to all land in the resource area comments are addressed in the Moffat County Land Use Plan. Jeff’s comments on the access are supported by the MCLUP. Jeff’s comments concerned the definition of “existing” trails and how the process would be accomplished. T. Wright made a motion to support Jeff’s comments concerning how the strategy and process for Travel Management is defined. Further, Moffat County should seek Cooperating Agency Status for helping develop the strategy and process for how Travel Management plans will be developed in the LSORMP. Ed Winters seconded the motion. Jeremy abstained from the vote. The motion passed unanimously. Alan Reishus Comments Alan Reishus comments were addressed at the meeting. According to Jeremy the BLM has the authority to raise the bond amount to what they need. He believes it is not necessary to put it in at the RMP level as there has to be specific reasons for the bond increase. T. Wright made a motion not to include Alan’s comments into the RMP and that we should support the BLM’s use of the IM memo concerning raising the bond amounts on operators that have a problematic history. Dave Watson seconded the motion. T. Wright amended his motion to include that although the LUB supports the reclamation standards that the BLM is proposing to use in the current RMP, the LUB would like to see a definition of basal cover. Jeremy will send Jeff a definition of basal cover. Jeremy abstained from the vote. The motion passed unanimously. T Wright Dickinson Comments T. Wright’s comments were over two pages in length and were very detailed in nature, with by page numbers and sections with each comment. T. Wright went through his list item by item and has a very complete list of comments. After his presentation a motion was made to incorporate these comments into the county response. Steve Hinkemeyer voiced his concern that he would like to look in detail at all of these points. It was agreed that Jeff Comstock would look into each and every comment and write up a county response to these comments, utilizing the ones that are in agreement with the MCLUP. T. Wright then withdrew his motion. At the next LUB meeting they will be discussed as part of the official county response. Steve Hinkemeyer Comments Steve Hinkemeyer’s comments will be drafted the same way as T. Wrights. They will be drafted into the county response if they meet the criteria of the MCLUP and they will be looked at during the next LUB meeting. In-Stream Flow Update Jeff Comstock gave us an update on in-stream flows. The water conservation board has asked for the LUB to help with looking at the Willow Creek in-stream flow. (Wilderness Ranch). The WCB wanted to get together as soon as possible. Ed Winters made a motion to form a subcommittee to work with the Water Conservation Board on the measuring and studying of the Willow Creek In-Stream flow study. T. Wright seconded the motion. Richard Blakley appointed Dave Watson, Ed Winters and Bob Grubb to the subcommittee. Prairie Dog Planning Update T. Wright Dickinson and Jeff Comstock gave a very brief overview of the current efforts being made at Prairie Dog Planning. There will be a meeting held in Grand Junction Wednesday through Friday of this week (May 16-18, 2007). The meeting will be precursor to a prairie dog Conservation Plan. Closing Update and Comments Yampa Valley Partners and NorthWest Colorado Energy Producers Energy Summit There will be a planning committee meeting at Marianna’s office Wednesday. There will be more information forthcoming later this week concerning the summit.
