| MOFFAT COUNTY LAND USE BOARD MEETING MINUTES March 10, 2008 Attendees: Marianna Raftopoulos, Guest Dean Gent, Guest Burt Clements, Guest Jean Stetson, LUB Richard Blakely, LUB Jeff Comstock, Moffat County Tom Gray, Moffat County Commissioner Bob Grub, LUB Steve Hinkemeyer, LUB Tom Deakins, LUB T. Wright Dickinson, LUB Doug Wellman, LUB Call to Order: Vice Chairman Richard Blakely called the meeting to order at 7:06pm. Roll call was taken. Moment of Silence: Observed Approval of Minutes from February, 2007 Doug Wellman motioned acceptance of the February minutes. Steve Hinkemeyer seconded. Motion was approved unanimously. General Discussion/Committee Reports Dean discussed the Citizen proposed issue paper. A Petition for A Rulemaking pursuant to CO. Rev. Stat. 24-4-103 to Ban Shooting of Live Animals as Targets. The Group discussed concerns about the direction the proposal takes with an anti-hunting tone. Marianna stated this was a reoccurring issue, presented over the years, to the Wildlife Commission. Marianna suggested it was extremely important that several people testify and shut this down before the three step process is initiated. Jean stated the Cattleman’s Association should also attend the Wildlife Commission meeting. Dean stated that part of the biology used to justify the proposal is that rapters would eat lead bullets in prairie dogs while being scavenged. Doug motioned the LUB oppose the petition and recommend the county commissioners oppose the motion, Tom Seconded. Bob stated that he doesn’t agree with such a strong motion. Much discussion occurred. T. Wright called for the question. Bob voted in opposition, the remaining LUB members voted in support. Motioned Passed. Colorado Oil and Gas Conservation Commission Rulemaking Update: Jeff explained a draft letter to COGCC letter. The Land Use Board discussed several points in the letter. Steve motioned to advise the Commissioners to send the letter to COGCC with suggested wordsmithing. Doug seconded. Motion passed unanimously. Statewide Grouse Plan Update Jean talked about the last Statewide Sage-grouse workgroup meeting on oil and gas issues, and a general concern by the Workgroup that the state plan may overriding local plan. Jean sent a letter to several Statewide workgroup members stating this concern. As a result a conference call was scheduled with the State Advisory Team to discuss these rumors. John Rich has discussed the state plan overriding local plans in Jackson County regarding deferring Jackson County BLM Leases. Jean will continue to update the LUB as progress is made. White River EIS- Richard was appointed on the Resource Advisory Councel (RAC) subcommittee to follow the White River Plan Amendment for oil and gas. Wild and Scenic River- The LUB discussed the last Wild and Scenic River Meetings and a variety of next steps ranging from full participation to risks of participation. HB 1165 update: The LUB reviewed a letter sent March 4, 2008 by the Commissioners regarding the effects of heap leach mining legislation and the projected affects on coal mines. Other Business: None Election of Officers Richard nominated Steve as Secretary, Doug seconded the motion, unanimous vote. Steve abstained. Closing Update and Comments T. Wright suggested the commissioners attend the town meeting by Ken Salazar next week regarding several issues. He commented that generally we welcome our self determination being supported by our Senator but question his authority to plan for Moffat County.
