MOFFAT COUNTY LAND USE BOARD MEETING MINUTES May 10, 2010 Attendees: Bob Grubb, LUB Ed Winters, LUB Lane Osborn, LUB Jean Stetson, LUB Tom Deakins, LUB Peter Barkmann, CGS Dave Noll, CGS Tom Gray, Moffat County Commissioner Jeff Comstock, Moffat County Natural Resources Dept. Call to Order: Ed called meeting to order at 7:04 Approval of Minutes from last meeting Jean motioned to accept the April minutes by amending the minutes to include the full words of ‘tributary’ and ‘nontributary’ rather than their abbreviations. Bob seconded/ unanimous General Discussion Peter Barkmann from the Colorado Geological Survey (CGS) gave a presentation regarding the Craig CO2 Sequestration Project. CGS received a grant for 4. 8 million, 3.8 of which is from the Department of Energy and 1 million from partners such as Tristate, Shell, Schlumberger, the University of Utah, Arizona Geological Survey, New Mexico Geological Survey and others. During year-one of project, the CGS team will characterize the geologic structure and map it. During Year 2, the CGS team will drill rock test cores and sample water. During year 3, modeling of the reservoir for storage volume and leakage pathways will occur. Year 3 will also include a final report. Peter described that there are three ways to store CO2. They are terrestrial (plants), geological (this study), and mineralization (chemical methods). Oil wells, gas wells, coal seams, and saline aquifers all offer deep earthen ways to store CO2. The Craig power plant is the single biggest CO2 producer (releaser) in the state. Saline aquifers offer the most potential, by several fold over other methods, through oil and gas wells or coal beds, to sequester carbon. It is generally felt that the porosity of the Weber formation around 6-7 K feet will offer a great CO2 storage mechanism, hence this research project. The CGS team should complete the Year 1 field work by the end of June. NRCS Update The NRCS did not attend. The LUB expressed frustration at them not showing despite them agreeing to be present this month and last month. Jeff will continue to follow up with them. 2477 Policy Tom discussed the possibilities of using 2477 to defend existing numbered county roads from illegal closures. By the end of the discussion it was recalled that the County had had its attorney handle this several months ago and that the LUB may not need to address this issue.
